  2. Take a pot, place some ginger garlic and spring onion stalks at the bottom. Carefully arrange the fish
  3. After putting fish, slice tomato and put on top together with garlic, onion and spring onion, black pepper
  4. Pour vinegar, cooking oil, black pepper. Cover and simmer until the fish done.

It balances the sourness of the vinegar while the fish sauce adds umami flavor. Pour vegetable oil before the paksiw finishes cooking to bring all the flavors together.
